Dear sir,
After prtoviding controle measure what will reduce in RAM ( Risk assesent matrix) .
Likelihood or Severity

The severity will usally stay the same and is unlikley to change were as the likiehood will reduce due to the control measures you put in hope this helps but it is simple risk management

Both can reduce, but that will depend on the control measures put in place.

It depends.....
It depends on how you have defined/stated the risk,
It depends on what your control measure(s) is/are.
So if you think the risk is chemical burns on the skin and you substitute a less corrosive chemical, the severity will reduce (to chemical irritation of the skin perhaps...)
If you think the risk is chemicals on the skin and you provide gloves, then the likelihood will reduce. (But severity will remain the same)

As said the best way to reduce the risk is by eliminating the hazard. If you can’t do that you reduce the likelihood of it causing (manifesting?) harm.

The point of conducting a risk assessment is to reduce the likelihood of harm being realised. Therefore, you would look to reduce the likelihood. In exceptional circumstances, the controls to be implemented may also reduce the severity e.g. use of 110V or less tooling (110V can't kill you, but 230V+ can), but this is rare.
You may think controls would reduce the severity, but if they were to fail, the consequence would be the same, therefore, I recognise there to be few circumstances whereby Severity reduces.
