Hi All,

Can someone explain when and why a clearance certificate would be needed in the petroleum industry? Specific example: Would a contractor carrying out low risk, non CDM work within a petrol forecourt kiosk/shop need to produce one? There is no interaction with fuel or fuel pumps.

Are clearance certificates a legal requirement, if so what regulations? Or are they best practice? I've heard the Blue Book mentioned but I dont have access to a copy.

The Blue Book is Guidance from Association for Petroleum & Explosives Administration(APEA), which represents petrol station operators.
