Snow Plough (FLT attachment) - LOLER

I was wondering whether a snow plough attachement to a counterbalance was subjuect to LOLER ?

I understand that MHE attachements are LOLER inspected but thats when they Lift things?

A snow plough doesn't lift so is it exempt?

I would say it is exempt from LOLER, like you say it does not lift, but will be covered under PUWER.
