Possibly - but without practical experience they wouldn't necessarily be competent.

Occupational hygiene is a specialist area of health and safety. To become a qualified for membership of the Faculty of Occupational Hygiene (part of the British Occupational Hygiene Society, a chartered body) requires study and passing of examinations, demonstration of practical experience, etc. However, membership of the British Occupational Hygiene Society is open to those who have a genuine interest in the topic.
