if you have a relatively low risk building (a simple office block) that tests different alarm points weekly, would it be sufficient to move to monthly testing where the majority of call points are tested in one sitting rather than over the course of several weeks. just seems to make more administrative sense, does anybody else do this or do we all stick solidly to the British standard guidelines.

If yoiu are referring to "guidelines" then the answer should be obvious - it's up to you. Put it in your fire risk assessment - then ask your insurers. If you document it rationally I cannot see any problem.

Is this just a cat M fire alarm system? (Just manual call points, sounders and a panel?)

If so, I would review the fire risk assessment to establish and ask the question, does the premises need a fire alarm system. Some small, low occupancy or open plan premises may not need a fire alarm and shouting 'fire' may be sufficient. If the FRA delivers that outcome, happy days. Decommission the alarm system and of course, record your findings & rationale

However, if the FRA finds that the alarm system is necessary, then it needs to be tested. BS5839 does state weekly testing as described, and this benchmark is what the fire safety enforcement authority will expect. But its not law. 

If you can show by a written rationale and business case, that by testing your fire alarm system (a system that your FRA has determinded is necessary) only 12 times a year, it is as safe for the relevent persons in and around the premises as doing it 52 times a year, then I am sure the enforcement authority will be happy.
