Found this on the HSE website, first time i've seen their discussion on competence, so I thought I'd share the love out..

The HSE do this: They are commissioned (ie paid) by someone to do some research and provide advice. Usually what comes out is very good but then instead of making this information widely available they hide it in corners of their website and you have to dig for it ( or stumble across it) Very irritating!

Just to add that the document refers to Managing Competence for safety-related systems and was issued in 2007.
