Good morning all,

I am after some advice regarding working on a brownfield site. We have been awarded a contract to carry out some groundworks (roads, sewers, drainage, paths, kerbs etc) on a brownfield site that is being converted to residential.

This site hs been vacant for over 20 years and previously sited a manufacturing factory which was emolished. Over the years there have been many environmenatl reports undertaken with varying results.

The latest soil reports show Chemical testing detected elevated concentrations of PAH, TPH, SVOC/VOCs, with quantifiable amounts of asbestos fibres in the made ground. It was concluded that PAH, TPH
and asbestos were present at concentrations that could pose a risk to human health.   
 
In terms of the asbestos contamination, Chrysotile asbestos fibres were detected in 4 out of
13No. soil samples from 0.2 - 0.65m bgl.  Fragments of corrugated asbestos sheet were also
identified along the boundaries of the site. A total of 57No. soil samples and 3No. bulk samples of potential ACM were collected and sent for analysis. 2No. of the bulk samples tested positive for Chrysotile hard/ cement asbestos, with 21No. of the soil samples also found to contain Chrysotile and Amosite asbestos.
Quantification testing showed that 17 of the soil samples returned a result of <0.001%, with
4 samples returning results between 0.001 and 0.013%. They have also carried out air monitoring over the last two years which have showed no asbestos.

The plan is to remove the contaminated soil containing the hydrocarbon plume as haz waste and then cut and fill site with the remaining mde up ground and cover with a textile membrance. The idea is to minimise the amont of muckaway from site. Additional clean material will be imported to place on top of the membrane.

my main questions are what control measures need to be implemented with removal of soil containing hydrocarbons and seen as we are moving soil knowingly tainted with asbestos fragments does it fall under Notifiable Non Licenced Work? We are planning to have dust supression (supplied by client), FFP3 mask, overalls, boots and a dirty area for removal and disposal of overalls etc. All involved have had asbestos awareness training. The client will also be supplying air monitoring throughout the task and personal air monitors whilst we are doing the cut and fill and drainage. 

Along with using gas monitors is there anything else we need to be doing to remain compliant? Site will be non smoking. Is health surveillance required for the asbestos work and hydrocarbon works? At what stage can we decide to stop on site monitoring if results are showing no presence of acms on the personal and air monitors.

Thats a rather indepth question to be asking for an answer on via a forum.

I take it that you do not have your own SHE advisor or consultant?

I would advise that you get competent advice before signing your contract as you may end up out of pocket or even worse non-compliant.
