If a non specified injury occurred 15 days have past, and as a result surgery, has been undertaken after this period which results with more than 7 consecutive days does this become a report? My inclination is that it does, although the technicality of the regulations would appear to suggest it doesn’t. Views welcomed.

Was the injured party capable of "normal" work between the incident and the surgery? The seven day counter starts the day after incident until normal duties are resumed. If they resumed normal duties and subsequently have had surgery the causal chain is broken.
