Does anyone have experience of CDG Road Derogation 11 - The crossing of public roads.

We have two adjacent sites, but have to transport dangerous goods between them using a short stretch of public road.  HSE suggests a distance of around 400m  for movements "Between private premises (in the immediate vicinity) occupied by the same person..."  The journey between our sites is less than 400m, but much of it is on rather just crossing a public road.

Any opinions on this would be very welcome.
