In EH40 there is a LTEL for MMMF but no STEL can someone help me get my head around this

In a nutshell this is not an isolated substance that has this? Please enlighten me fellow IOSHians

LTELs are designed to control the longer-term, or chronic, effects of a substance, whereas STELs are designed to control short-term, or chronic effects.

In the current (February 2020) edition of EH40 you will find an answer on the page numbered 28:

For those substances for which no short-term limit is specified, it is recommended that a figure of three times the long-term limit be used as a guideline for controlling short-term peaks in exposure.

WEL's are scientific determinations - not every substance will have every scenario tested as either an eight hour or 15 minute exposure.

In practical use not every susbstance exposure is either 8 hours or 15 minutes which is why they should never be target control values rather values that should never be exceeded - target zero
