Hi all, I have an interesting CDM question. If you mothball a construction site, e.g. no construction work, no live services, no open excavations, no scaffolding, nothing on site other than stored equipment, is it still classed as a construction site, and do you still need to have a Principal Contractor, Principal Designer etc? The site would be closed down for a month or so and then restarted.

Until it is handed over to the client it remains a construction site - there are responsibilities for making and more importantly in this scenario maintaining a safe and secure site even when no actual construction activity is taking place e.g. Perimeter fences and gates need checking, bunds need emptying, any signs of leakage from fuel tanks etc. needs to be monitored.
