Hello to you all,

The site I am currently working is a Top Tier COMAH site and has some CCTV coverage; however, the system is outdated and obsolete, so when a camera is goes down, that's it gone for good.

We have had designs for a new system submitted; however, as you'd expect these are more than they expected and wish not to pay trhat amount. We've slimmed down on some specifications without compromisijng on our objective, but wanted to ask, is there any documentation / guidance notes etc. I can use to help us justify the investment within the site for a nbew CCTV system to monitor and investigate incidents effectively to prevent any future severe incidents etc.?

Any help would be greatly appreciated from you my respected peers.

Take a look at the RISCAuthority website. They have a free document library including 2 guidance documents for CCTV, just updated on the 13th of July 2020. One covers general CCTV, the other covers systems linked to external movement detection systems.

The Centre for the Protection of National Infrastructure (CPNI) give security advice to (as the name suggests) those operating national infrastuture and many COMAH sites would fall under this definition.

In any case, they publish useful advice re CCTVonline. Search "CPNI CCTV"

Are you considering CCTV for process safety or security?

CCTV can be particularly useful during a process incident. It means you do not have to send people into hazardous situations to evaluate the scale of the incident, look for missing persons etc. More proactively it can give you early warning that things may be going wrong.

COMAH requires you to demonstrate that risks are ALARP. CCTV is clearly something that can be used to reduce risks. Your company would need to demonstrate that the benefit is insiginificant if it decides not to use it.

There is some relationship with security in COMAH but I think it is a bit more tenuous.
