I've been tasked with identifying a great new Health & Safety system for our business.  Does anyone have any recommendations?  We're an office and field based organisation so many of those on the market don't seem to fit our needs.  We want a package that can support us in meeting our H&S obligations as an employer as well as something really engaging and user friendly with training packages. An app for reporting incidents and behavioural safety audits would be ideal..  

I'd be really grateful for any suggestions you might have.

Not clear from your posting whether you have nothing or want to throw away what you have and start again.

Either way trying to put in an all singing, all dancing new system is very unlikely to work.

You need to think about your risk profile (the risks to your own staff and others), and think about who needs to own management of the risks and who needs to be engaged in supporting the management of the risks.

Then you can start with a policy and from there work on your various systems - risk assessments, training, inspections, audits, investigations etc etc.

Little point in starting on a Behavioural Safety programme (if you think one appropriate) unless the basics are in place.

You don't get tailor fitted off the peg.

As you have realised the common "cost effective" answers come with limitations including hardware or software incompatability (not many people develop stuff for Blackberry these days).

A truly bespoke solution would by being unique to your company only come with your recommendation.

Over the years I have seen a lot of computer based hand held device H&S systems marketed as being able to fix all your issues and providing all the data on earth about your safety performance.  To be quite honest, they are only as good as the people who keep them upto date and the people who use them to access the system and fill in the necessary forms and data capture spaces.  They soon fall out of fashion with both management and workers and before long become the bit of equipment that is not used.  This is mostly because the systems are designed by people who do not understand the operation and culture of the business they are providing the system to.  They at the end of the day are only really interested in making a sale.  

I would always favour a homegrown system which deals with the risks associated with your operations and culture and above all is simple to understand and use.  You can quite easily load it onto a intranet or web based computer system.  

Call me a luddite if you like but the older I get the more I like simple systems which are based on what you do the hazards and risks you encounter and the people you employ to do it.  

So think long and hard about spending a lot on money on a system which could become an expensive under used toy.

I have to agree with previous comments. As someone who works in just one specialised area of occupational health and safety and has advised clients in almost all areas of occupation, I have never managed to produce what I might call a 'standard' approach just to my particular area of expertise. Every organisation I have visited has its own particular characteristics, managament concepts and policies and occupational environments. Any system must be matched to the reality of what exists. To try to match the occupational environment to some form of  (presumably computer based) standard approach is, certainly in my field, a sure route to an expensive failure.

Start with the status quo - what have I got now. Then identify where you would like to be. Then you can start to work our what you need to discard, change, develop or introduce by stages to get there, being prepared to make changes to what you have developed as almost certainly there will be times when you find what you have developed doesn't work quite as you imagined it. Whatever you do design, allow for updates to accomodate changes in regulations, standards and our knowledge of how people interact with their environment.  Keep in mind that a workplace is a dynamic, changeable environment so your system must allow for this.
