For a detailed design, how is it best to manage potential hazards/risks as a result of Client not fully knowing what they want?  For example, Client does not know what lighting they require for a particular area.  Can this just be logged in the hazard identification and risks management record and be taken forward as something that needs to be resolved as part of the hea;lth and safety file?

Any thoughts greatly appreciated.

What specifically is the safety issue with the lighting ot lack of?

Does it need to be ATEX rated for use in a flammable atmosphere, for example.

Are they unsure of the actual lighting level required i.e. the lux out put - if so what are the activities in the work area once the building is complete?

This is a bit like designing a "shell" for subsequent fit out, or in the example you give, perhaps a "shell" as part of the building.

In such circumstances, the designers either have a brief that indicates possible future uses and can design to accommodate some but not all subsquent decisions as to future use, or might simply provide some infrastructure to enable subsequent detailed design when the use is determined.

So, as example it might be cost effective to incorporate a grid of underground ducts to enable their use to feed services including lighting to avoid the need to dig up floors to provide lighting at a later date. Depends how attuned the client is to whole life costings - if they are perhaps a developer who will sell or rent out the premises, then they might wish to save money at this stage, but need to recognise that the value of their product is less should they not facilitate the needs of a subsequent user.

You might want to highlight in the CDM Health and Safety File that whatever, if any. lighting is provided might be a concern going forward and/or this information might be included in Operations and Maintenance Manuals - might be more of a fitness for purpose issue than one of health and safety.

Thanks for taking the time to respond.  I think what I am really asking is in absence of the client's requirements in relation to lighting for a particular area, how to we ensure that this is carried forward into the build in terms of hazard and risk to ensure as Designer we are being compliant.  I suppose we coudl just make the statement that x and y are being put intpo the design for simple access but no specific taks/operations.  Any changes and this will need to be reviewed.
