We are a Groundworks Contractor (Grass cutting, hedge trimming etc) and one of our depots has queried whether we need the SPA passport for works on petrol stations.

All works would be on verges and not on the forecourt itself unless it is for clearing up any cuttings/debris.

My initial feeling is it is not necessary but I cannot find a definitive answer and so could do with some advice.

Not had a lot to do with Petrol Stations so had to look SPA passports up. As far as I can see its an industry scheme to help show competence (note I say help not prove) so its not a legal requirement. BUT if the company want you to hold it then that’s up to them.
