Last Wednesday some hot metal (very small bit) went down one of our welders' boots, causing a burn. Accident book was completed, end of the matter.

On Friday, he came in with a nasty looking bruise, so we sent him to the out-of-hours hospital, who told him they couldnt do much and to send him to the local main hospital, which he did on Saturday. The said it was infected, and have signed him off for a week, starting today.

Is this classed as a reportable injury (ie 3 days?)

If signed off for a week... will be off for more than 3 days so simple answer will be a yes!

This would appear to be a work related injury and reportable under RIDDOR.

There's a few things here. You don't really give enough information. He had a burn on Wednesday - into the BI 510 - ok. Did he come to work on Thursday? Friday he came back with a bruise.
Was the bruise in the same location as the original burn?
How did the bruise/burn get infected in such a short period?
How did the molten metal get down his boot? Was there a hole in his flame proof overalls?

Look, if the incident has happened and he is off work for three consecutive days then it is reportable, but it has to be work related. Your accident investigation is the most important thing here get that done before you even think about reporting it.
