I have been asked by the manageing agent of a multi occupied building if there is any requierment to have a written procedure for bomb threat. It is a relatively low risk building and not particulary at risk from a bomb threat. Is there anywhere out there any one could recommend to direct me of the legal requierment.

Not sure of a specific legal requirement but from a business continuity/resillience point of view it is a good idea to have policy & procedures. The Home Office produced a document a while back called 'Bombs - Protecting People and Property'. Their website no longer shows it but it can be found at the following site...

The document gives useful info regarding written procedures and checklists for telephone operators etc. Hope this helps

I suppose you will only know you need such a policy when the bomb threat actually arrives?

I had worked for a large American company a few years ago and I have produced a full policy and training package on Bomb Threat, if you would like a copy just let me know.

If it is not a high risk building then I suggest adopting the approach advocated by MB1. A suspect package would be treated similar to any other hazard which would render the building unsafe ie gas leak, fire, etc. Therefore the building would be evacuated, the surrounding area cleared of personnel and wait for the emergency services.
