I have a scaffolding question. The notes I have regarding base plates on standards states that all standards require base plates, unless exceptional circumstances prevail. Can any one define an "exceptional circumstance"

In my days scaffolding it was when a standard may be on steel (providing it could not slip) and any surface that could not be damaged or detrimental to the structure / scaffold
