At a recent ISO 9001:2008 certification body surveillance visit the auditor asked to see as part of the design process the CDM risk assessments for the supply and installation of glass balustrades and handrail system.

All of our designs are to the relevant British Standards and we have calculations from specialist consulting engineers, which we provide as part of the O&M manual.

I have reviewed the CDM regulations and have come to the conclusion that CDM risk assessments are carried out by the designers and main contractor.

Am I correct in my interpretation of the CDM Regulations.

If you are installing then you are involved in construction work and thus should be assessing the risks for installation

As a designer you are also required to assess whether the system can be installed safely

The auditor is therefore perfectly correct in my view

There being no set format for R/A generally, perhaps the O&M Manual provides what the auditor is looking for, along with those calculations from the consultant engineers.
As I recall, CDM required Designers to consider risk, however does not require a specific formal assessment in the same context as the Management Regs. This has been the subject of much confusion since CDM arrived.
