Hi All,
Can any of you construction experts tell me if Scaffolders are exempt WHR at all. I have just been into town (York) and believe I have seen something quite hazardous.
A well known local scaffolding company are dismantling a 3 storey scaffold ia busy square. The 3 operatives on the top storey are dismantling, to ankle level, while their harness shackle is fastened to the harness and not the scaffold.
They are handballing 10-15m poles to the truck below using a link man (who is harnessed and secured funnily enough), however they have only cleared an area the width of the truck, which leaves pedestrians IMO at risk should they drop a pole.
I have taken photos and a video, report or not?

Scaffolders are not exempt from the WAH Regs.
I found an interesting leaflet from the HSE on working at height, and in particular it has a section on 'protecting the public' during erecting and dismantling scaffolds.

I personally would have reported it.
