Temporary Internal Construction Access - Buildings

I visited a building contractor and they have installed 'Mobile Scaffold' access ladders alongwith some scaffold pipes to make a temporary access to the upper levels of the building. They claim that this is a practice in all construction companies and while checking with couple of others in the same industry, they also agree that it is an accepted practice.
Is there any standard referring to the specifications of temporary internal construction accesses, its dimensions and other design specifications?

There is no standard set for access equipment, especially in non standard areas.
I would suggest you have a scaffold that should be tagged and inspected as soon as it has been erected and then every week by a competent person.
Has this been done? If not then it should be ASAP.
