There are more than one type/class of fire risk assessment and each type is enforced by different bodies.
Fire matters during construction work can be enforced by Inspectors from:
HSE
local authorities,
local fire and rescue services
In limited cases inspectors from:
Crown Premises Inspectors and,
Defence fire and rescue service.
