Dear Colleagues, There is a requirement from old soviet era which bans conducting of hot work at night hours in hazardous, explosive and fire-hazardous areas except in emergency cases. Such rules are still in force in some post soviet republics and in some countries like China, Malaysia.
Our company has to conduct hot work 24 hours hot work due to some maintenance work but it is not an emergency maintenance activities.
I will develop a position paper to defend the company bringing examples from internationally recognized
standards.
Request:
Would highly appreciate your experiences and advices based on internationally recognised standards / guidelines about requirements of open flame work.

Cant see any problem in carrying out hotwork regardless of the time of day provided it is carried out under effective permit with the appropriate level of trained fire watch during the activity, immediately/continuously 1 hour following completion of hotwork and then intermittent/periodic inspection upto a period of 2 hours later.
