I work for an International company based in Belgium.

We have a UK Group where my position is the Group Health and Safety Manager.

In the past 2 months the company has decided not to have country MDs but management teams instead.

I have 2 dilemmas with this 1 who signs the UK Health and Safety Policy?

The more difficult one is that I am part of the management team but have been asked to report to the Sales Director and Technical Director none of whom are happy to sign the H&SP.

I feel I will lose the autonomy I had through this reporting chain and feel I should report to the management team on a time basis(Monthly).

Thoughts please.

Hi. Who is the "top dog" in your UK organisation? There must be someone who has the authority over all UK staff? If so, and I would be surprised if there is not anyone, he/she should, of course, sign your H&S policy Statement.

CEO of the organisation would seem a good bet, regardless of nationality or location. Belgium is subject to the Framework Directive.

In one company I worked for our Policy was signed by the European Vice President who worked out of Sweden. He was the effective CEO for Europe and therefore the UK management team.

The CEO is the route to take for signing the group policy statement, although he/she has the right to delegate responsibility within the group e.g. per country.

I'm intrigued with the response to the senior managers backing away..... there should be a strong statement indicating their h&s responsibilities within their remit or areas are likely to break down without a focal point for you to be able to fulfil your role too!
