Does a 4 stage compressor delivering 300 bar; with no air receiver (used for filling SCUBA diving cylinders) require a written scheme of examination under The Pressure Systems Safety Regulations 2000?

Air is a relevant fluid. However, unless there is a pressure-volume product of 250 bar litres or more, then there is no requirement for a written scheme of examination. It does still need to be safe!

Hutchinson Jane is spot on with her 250bar pressure. The thing with 4 stage compressors used for SCUBA tanks is that they are operating at such a high pressure that the "cylinders" within the compressor itself can actually reach this figure. I used to be SCUBA instructor and our compressors needed the examination. Hope that helps Brian

Depends on when the equipment was put into operation and how you interpret Schedule 1, Part 1, 2.(2) of the PSSR Regulations. If 7. (a) of Schedule 1, Part 1 is applicable then PSSR does not apply.
