I believe that there is a porosal to change this Bill by increasing fines.
I have not been able to find any details on this propsed ammendment. Can anyone point me in the right direction to find it please?

I had a look at the Parliamentary website http://services.parliament.uk/bills/#h for any bills. Only two bills there “the Health and Safety at Work (Amendment) Bill” and “the Health and Safety Consultants (Qualifications) Bill”, both of which are private members bills.
Nothing on the Health and safety(Offences) bill

Do they need a bill to increase fines?

I was of the understanding that in magistrates court the maximum fine for an offence is set by the "level" of the offence, so all H&S (which if memory serves correctly are leve2) offences in magistrates now carry a maximum £20,000 the Health and Safety (Offences) Bill having removed the £5000 for regulations setting those to level 2 also. If they wanted to increase the £20,000 could they not just increase the maximum for that "level" of offence such that the maximum fine goes up in all level 2 cases. A bit like an inflation increase?

I will openly admit its a long time since I studied the British legal system in terms of setting fines.

£20k and 6 months indictment in a magistrates court / unlimited £fine and 2 years indictment in a crown court was how I thought it was set up.
