Asbestos Re-Inspections - Competence Level: This is for domestic stock and communal areas. What, if any is the competence level expected for persons to undertake asbestos re-inspections? If there is no accepted level, what would be deemed good practice? My organisation is aiming to use regular Housing Officers, with a few hours of training, to undertake said surveys - the original survey were undertaken by a UKAS accredited company under HSG264 guidelines.

I take this to be routine condition monitoring as part of the management plan. There is no requirement for management "re-survey". Not a particularly onerous task. You would essentially be looking for any damage or deterioration of the material or encapsulation from that previously recorded in the register. A simple briefing would suffice and no great skill required - diligence excepted!

Ron, thank you. Was as I thought, however would it be expected to have the "professionals" attend at any point there after and if so at what kind of interval?

Diligent organisations will apply some level of audit to this compliance monitoring activity as they would with any other. That audit activity obviously has to be independent, and may be an activity best left to someone with a greater level of expertise such as an in-house compliance team, asbestos consultant or even a 3rd party contractor. Nothing laid down in law or guidance specifically. Given the numbers involved in common areas of domestic premises in some larger authorities, a realistic % would perhaps be in single figures.
