What streetworks card does someone need to hold to open existing manhole covers in the highway? No digging involved just erecting signage and barriers as per the red book. Regards Yul

Put very simply you will need to display the unit of accreditation that reflects the operation being carried out on the street. Check with the SWQR website as the legislation changed last year reference reassessment.
You will need to have every answer to any percievable question that the LA could ask you -
Why are you opening chambers? Who is your client? Is any excavation work planned in the future after your inspections? Can you produce public and employers liability potentially for 10m? Do you know that the road you want to work on is traffic sensitive? Can you produce a TM drawing to a high standard (OS tile base map)? Can you work at the weekend to minimise disruption? Can you show streetworks accreditation for operatives and supervision for the type of works being undertaken?
From experience the LA will not ask you to enter into a S50 license as you are not planning any excavation but will ask you to produce some or all of the above; certainly the insurances and accreditation. My advice is to outsource the TM to an accredited company and allow them to interface with the LA especially if the roads you are working in will require traffic lights erected or temporarily switched off.
