An employer insists on their own employees buying their own safety shoes, and that said employer refuses to listen to its HSE manager, how can that said HSE manager ever possibly maintain and implement OHSAS 18001 with regard to continual improvement.....any improvement would be an improvement......ill bring it up at the next HSE committee meeting and discuss it with myself......

Sounds like you have an uphill struggle with legal compliance let alone 18001 continual improvement. One question though - what happens if an employee doesn't use said PPE?

Is this not just a case of quoting Regulation 7 of the Management of Health and Safety at Work Regulations 1999 part 2 "where an employer appoints persons in accordance with paragraph 1 (appoint one or more competent persons), he shall make arrangements for ensuring adequate co-operation between them". Apart from quoting Section 9 of HASAWA 74. Sadly, this practice is charging people for PPE, particulary safety footwear is far too common.

Where I work each dept gets a budget for a Christmas party for its own staff. I spent 5 years as the only one in my department! Me, myself and I sat round a xmas dinner! I wouldn't mind but we didn't get on!

He probably won't worry about it but there are many aspects of the Personal Protective Equipment at work regs he is failing to comply with he is putting his whole business at risk. Just looking at risk assessment he can't check it's suitability as he's not in control of what is used. Pennywise pound foolish.
