Disposal of Rubbish Contaminated with Needles and Sharps

I am looking for some advice on the issue below. I have contacted Environmental Health and they are not very helpful.
We are a company who part of our duties is to clear void properties. On recent occasion we have come across bags of discarded rubbish that have contained needles. I have found out our operatives have been emptying the bags to remove needles prior to the bags going to general waste. I have stopped this practice immediately.
the problem is no-one will give an answer as to how we dispose of the bags? Do they go straight to landfill or do they need to be discarded as some kind of special waste?
Any help or guidance would be gratefully received.

Clegg,
"Drug litter" is defined as clinical waste under the Controlled Waste Regulations 1992 & as such has to be rendered safe & not straight to landfill.
You mention that you have contacted "Environmental Health", can I suggest that you contact the Environment Agency instead?

Hi Yes I have contacted the Environment Agency and they have sent a link to a document that again does not clearly explain.
My concern is the sorting of the waste putting our operatives at asignificant risk.

On the few occasions we have had this issue (retail premises) we have simply called the local council who have dealt with the matter. Our experience has show that many authorities have a service to deal with this common problem…………….

Who actually puts the needles in the bags? Is it the previous tenants, in which case you have no control of the contents, or is it somebody in your organisation as part of a general clean-up, in which case you do?
Secondly, what would be the additional cost of declaring any suspect bags as being clinical waste?

Hi Clegg
As others have said needles would come under hazardous waste and the presence of them would be clinical waste. We have this occasionally with donated goods in our charity shops. All of our shops have stab resistant gloves and if needles are found they are placed in solid plastic yellow clinical waste containers and local arrangements are made for disposal. We have similar thing with dirty nappies and the like.
I would suggest adopting a similar approach to how we do it, empty bags onto a clear floor, sorting through with stab proof gloves on (or with pinchers like litter pickers) and provide the yellow clinical waste containers to dispose of needles safely. Although disposing of these could attract a cost I’m afraid as would need to be disposed of through a registered waste carrier who can dispose of clinical waste.As part of training make your teams aware of this possible threat to safety and give them key things to look out for that could indicate presence of needles. The safe approach is to place the suspect bags, using tools not with direct hand contact even if wearing sharps-resistant gauntlets - into complaint rigid yellow waste bins.
Immediately sealed with the accompanying tamper-proof lid, these can be collected by a licensed contractor for disposal by licensed high temperature incineration.
