Have recently had an external safety audit and we have been asked to provide a certificate of the five year periodic inspection of the electrical cable systems with in the building is this legislation or just best practice still quite new to most of this, need to know if it is a must as we have another ten buildings across the country which will all have to be done

Its a Legal Requirement to carry out "fixed installation testing" at regular intervals. Check out this web page for all the Legal impositions and requirements - fixedtesting.com/ More advice available from the Chartered Institute of Electrical Engineers including periodicity's of test for portable electrical and fixed installations.
