What are the first steps in implementing HSG65 for a company with only very basic health and safety in place, I personally think they should be audited to see what is going on, many tyhanks in advance. Brian02

I think you answered it, where are they, where do they want to be and how much cash do they want to spend I would be asking. Once you know that then you can take it forward.
Also, I would suggest you attend a NEBOSH certificate course if you are unsure how to implement HSG65, it'll be £1000 well spent.

And reading HSG 65 will not give you the management system you need it will only prompt you as to what is needed and creating the management system documents and their interconnections so you form an improvement spiral is the hard part
Start with the H&S policy and see how the company measures up to it - If there is no policy then you have a blank sheet to work from

I think you would need to do an assessment of some description, that may or may not be a full blown audit, depending on what they have already in place against what is probably needed. Therefore it is a matter of judgement based on your knowledge of HSG6 principles and industry standards.
