Perhaps contacting circus events direct and discuss with them???

A quick trawl of the internet throws up several Safety Managemnt Plans for 'temporary events' [not necessarily circuses - but they might help], and also guidance on what is required by specific Councils in terms of a Safety Management Plan.

It's not for me, a friend said he was having trouble and I asked for what as well. When he said a circus I thought I dont know but the forum might lol
