Can someone help me in developing a Safety Plan for an advertising firm who is involved in fabrication and erection of bill boards and signages on highways and buildings? A sample plan would be highly appreciated.

not sure entirely what you are looking for but I have been involved with a similar company and assisting them in improving their safe working practices. This included addressing the following issues:
1. Pre Installation Survey to identify site specific hazards and the most appropriate access equipment
2. Selection of the most appropriate fixings for signage
3. Competence of the installers with regards temporary road traffic management
4. Site Specific Risk Assessments
We have been addressing other specific areas but hopefully the above should give some food for thought.
Astonishingly the one area where there were significant risks was omitted from the Health and Safety Policy!
