Testing of Fire Alarms and Emergency Lighting

Hi Folks,
I am pretty certain I know the answer to this but I would like you thoughts on it.
We have a number of residential care services for young people (not disability) and have small scale L1/L2 type fire alarm systems and emergency lighting fitted to our premises. Systems have been installed by a qualified electrican but he is not registered with any regulatory body. My question is can he test and pass installations without offical certification to the agreed schedule or must a registered electrican carry out this work? As a qualified electrican he demonstrates competency to carry out electrical work but must it be certified?
My own thoughts are that it should. I have done a search of the forums but could not find an answer.
By the way I am based in Ireland.

Here in the UK kevkel it is usually driven by insurers that an electrician that he/she is a member of a nominated professional body. May be worth checking any warranties to your insurance policy for details relating to electricians professional status.

Not much information from insurers on this but will follow this up. Main drivers are the inspection body of the referral agents to our service- and rightly so! They need to ensure they place children in a safe environment. I just wonder if its an absolute necessity?
