Do you require a second person to be present when an operative is harnessed up to an anchorage point?
The scenario is - operative is required to carry out maintenance on an A/C unit on a flat roof and the only control measure to prevent a fall is to use an anchorage point.

Is the concern here to do with rescue of the lone worker, if so there will ned to a system in place to ensure that if an incident occurred there is a means of carrying out a rescue.

If the system prevents falling (as opposed to fall arrest) then that issue in itself would not require a second person.

Hi Paul, yeah the issue here is around the rescue of the operative, i.e. becomes suspended.
I just wanted to establish if a second person is required, if so is there a system available to enable a swift rescue if an incident was to happen but reduce the number of operatives to 1.

Hi Ron,
The operative would use a lanyard short enough to prevent him from falling off the edge, but he would be working right on the edge of a flat roof.

Hi Toby,
If the worker is working right on the edge yet the Lanyard was long enough to enable him to still fall off, how would the second person rescue him?
Can the work be done via a tower or cherry picker/scissor lift?

Thats right if he is using a lanyard that is short enough then he should not fall, but you have to prepare for every event and there is still a slim possibility of something failing, i.e. error of judgement of distance/mechanics, resulting in a fall leaving the operative suspended.
No due to space restraints surrounding the premises it would not be possible to use a MEWP
