Hi, I audit companies for 18001 and would recommend the following, to do a Health and Safety audit check list take each clause from the standard and ensure you understand each requirement, then simply record pertinent questions associated with the clause and seek evidence from the company you are auditing. Under clause 4.4.6, there will be alot of questions as this is a large chunk of the Health and Safety system, questions like are risk assessments in place and are they being implemented? Arguably this is also covered under 4.3.1. if you would like an actual check list let me know and I'll try and assist. I hope this helps.
