"....for those who wish to challenge claims made about health and safety requirements by non-regulators..."
Question from me - is David Cameron a 'non-regulator..'? And - who amongst us will be the first to refer one of his absurd claims about health and safety requirements to the new challenge panel?

This was one of many absurdities arising from the L (for ludicrous and laughable) Young Report.

Oh dear! Remember last year all the discussions about whether Henan Hill (at Wimbledon) was safe or not. The All England Club closed it after some heavy rain, the Daily Mail complained and certain senior people at the HSE, who had not been to the site, seen the hill etc, told everyone who would listen that this we the sort of silly H&S stuff that had to stamped on. The All-England Club stood by its decision as it was based on advice from its own H&S professionals who had seen the hill, and understood just because someone at the HSE had said this was stuff and nonsense it did not absolve them of the responsibility to ensure the H&S of everybody visiting Wimbledon. Cue backtracking from HSE!
So, yes some decisions that are made by amateurs might get reversed but what about decisions by professionals who have carefully looked at a situation, finding themselves overruled by managers and others who find the advice inconvenient?
This will be fun.
