I would appreciate some thoughts please.
We have staff that regularly use other organisations garages to carry out works on vehicles. Our staff use there own equipment on these vehicles. Whilst they are using other peoples premises, they are not employees of the host employer or carrying out works for them.
Would the principles of reg 12 of the management regs (e.g. Supplying info on risks to each other with host employers) suffice in this environment?
All responses would be appreciated.

I should offer some clarity
would the principles of reg 12 i.e. sharing info on hazards etc suffice to meet our duty of care to our employees whilst they are working in these premises or do we need to treat them like they were our premises and consider instigating inspection programmes etc.

Forget Reg 12 for a minute, the host employer should provide adequate information on the risks emanating from the premises and associated work to ensure the health and safety of those persons. The actual employer (you) still have the same responsibilities for employees regardless of where they are working. Therefore the employer should provide PPE, supervision, training, RAs, etc suitable for the work they are undertaking. Whether that would also extend to periodical inspections is a good point, but I would say yes, assuming the host employer is happy with that arrangement.
All said and done, both companies have a duty for the health, safety and welfare of the employees and it makes sense that those companies co-operate and agree how those duties will be carried out in practice.

At the very least you should request a formal inductance for employees visiting the other garages; fire, alarms, exhaust, COSHH, spillage control, hotwork, pit entry, evacuation, first aid arrangments, lifting and propping equipment ...
If they don't have such inductance arrangements for their own people, creating such an induction document and sending it over with your staff may prompt them to adopt.
