Pressure system - written scheme of examination

I am looking for an organiastion, or person, with the necessary competence to draw up a written scheme of examination for an intermediate pressure system. The necessary competence level is not available in house and the usual avenues (insurers, manufacturers) have already been explored.

What are the issues with your insurer & the maker not being able to issue schemes?
What is so special about the kit?
Is it CE marked?
Has it been modified since new?
Is it new to your organisation?
Has it been adequately maintained?
Have you checked the ACoP, does it require IEng, or CEng sign off?
What is the system?
What pressures?
What temperatures?
What is the fluid?
What level is the stored energy?
Are your requirements to meet your insurance terms, or statutory obligations?
I "may" know someone who can do this, but can't suggest anything without more info.
Sorry, as usual from me, more questions than answers!

Our insurance company used to send round its own specialist assessors and complete the WSoE on our behalf, this seems to be quite common.
First I would check that the equipment falls under the PSSR, depending on the system and contents it may not be necessary, then I would check with your insurers again, could you change insurance supplier?

If it is 'intermediate' as described in the ACoP for PSSR, (L122) then it definitely needs a WSE. Intermediate systems require a chartered engineer + technically qualified staff.

This for me as well, our insurers send one company to us who complete our LOLER inspections and also any written schemes in regards to our air pressure systems on site.

Many thanks to all who have replied - much appreciated.
I can confirm the equipment concerned does fall under the PSSR and does require a Written scheme of examination. The system is an intermediate system as described in the ACoP and as Jane says a WSE is needed.
My question relates to the person drawing up that Written Scheme not the person actually carrying out the examination (eg an insurance inspector) - which from my reading and understanding can be different people.
I suggest, with the greatest respect to insurance company inspectors, that an insurance company inspector would not normally be qualified to the levels stated in the ACop and by Jane above. The insurance inspector may be following a written scheme drawn up by someone else.
To go back to where I came in I am looking for someone to draw up that Written scheme
