I am carrying out a review of the companies working at heights risk assessment They have had a 2 year roof fitted with Class B non fragile skylights fitted to ACR 001:2005 warranted for 25 years There is no working at heights precautions in place currently. (we are having companies come in now to quote) My gut instinct is to go with a running line along the roof apex and harnesses and fall restraint My engineering manager differs and feels that the panels are fall resistant to this level of protection (Class B) and that we should be looking at edge protection which is cheaper. Coupled with a SOP which states a safe route onto and off the roof which avoids moving near roof panels. (The air con units are all apex mounted) On the face of it, he appears to be justified in his conclusions, however I am reluctant to put people on a roof with skylights present without harness protection, regardless of the skylight rating I welcome your comments

Roof work needs edge protection, hook on pints, netting fixed under skylights, I know the HSE have been clamping down on companies in wales, due to poor method statements, equipment etc

under construction rules yes of course, however what I have is a non fragile roof (hence the class b rating) including skylights. the access is by engineers to get to air con units which are not near sky lights and have a clear access route away from skylights. Which are clearly marked I suppose my question is yes it is working at heights but it is a non fragile roof so can the risk be confined to edge protection only, exactly the same as you would do on a flat roof for a office block!
