Particularly related to noise in my case but this is a 'principle' question.
Feels I'm being pressured to define when it's needed by the service provider. Just want to be confident with my response.
When is it appropriate? In a noise situation does it become appropriate at the lower action level? Or around the lower action level?
Does the fact that a risk assessment has been carried out qualify as the point where hearing test is appropriate (i.e. to make sure that current exposure doesn't change)?

The HSE Approved Code of Practice L108 (Controlling noise at work) gives useful advice on this subject. At page 28 it states:
"You should provide health surveillance to workers frequently exposed above the upper action value".
