Can anyone provide me with a methodology to determine the suitable safety ressources for organizations? e.g. will depend on the head count, type of activity, qualification and training of the operation owners, etc ??Appreciate your guidance

This is a tough one, as well as those points mentioned. What does the company currently have in place and what is it hoping to achieve (aprt from stating the obvious in a safe workplace). I am due to start a new job that has never had a full time H&S responsible person. To an extent, I am going in blind as they are looking to me for leadership. I would suggest reviewing what systems are currently in place, consider a gap analysis and prioritise the areas identified. Sorry it sounds vague but it is hard to measure.

One route to go isd to match other areas e.g. HR, marketing etc against what you have re H&S and go from there - but do not hold your breath

They are obliged to do the same type of management assessment as they would any other position within the company. It has more to do with workload than head count (although the two are obviously connected, the relationship is not linear).
It may only take a part-time person to supervise and audit an immaculate system in a large company where the safety culture is mature and the management is shared between onsite managers ... or a small team of EHS personnel to cope with a poor system within a disinterested organisation.
There is a tendency within large companies for EHS personnel to become administrators of a data-dependent machine of safety. In an ideal world, the job should be done at the end of each day and there would be time to plan new initiatives and meet the annual objectives.
I don't live in an ideal world.
