A USA film company will be in the UK, filming a TV show using personnel from the USA only. No UK company or employee will be involved but UK premises will be used. Will our H&S legislation apply to them while they are here?

If they are undertaking a work activity in the UK then UK law applies to them - think of the reverse - if you went to work in the US - their legislation would apply not the UK's.

The only acceptations I am aware of are embassy's and some military bases, where the law of their own land applies. I work in North Yorkshire and we have a well know American base here. The local HSE inspector has told me that while she has involvement with the UK bases around us the US base if totally off limits.

In answer to the original posters question, it is a straight YES, or as Meg Ryan would say - yes yes yes yes oh yes.... With regards to Brian H comment, that is not strictly true (except the embassy which is legally part of the US of A). Yes the spams do look after their own. And they have legally binding controls in place which allows them to whisk their people back to states side under certain circumstances, to deal with them under uncle Sam's legislation. (Eg the recent incident in Afganistan). But for most military establishments the landlord remains the Crown, hense all USAF bases are still refered to as RAF camps. The trouble comes from the sneaky beaky stuff that our friends do not want you to see. Yes there are many rules and regulations in place covering US forces that can even result in the HSE being invited to jog on. But its not all cut and dried, just too complicated.
