Several runway beams are being put in place in order to lift crane rails into place. The runway beams are fixed into studs in a concrete wall and are temporary. The PC is saying that a thorough examination (of the beams) carried out before installation is sufficient. I think an in situ thorough examination with a proof load a deflection test/s, examination before and after testing is more suitable. Comments please.
