HSE fatigue and risk index calc

Looking at shift patterns with regards to fatgue etc. Have used the HSE calculator, but struggling to find what is a good result and what is bad ! eg The risk index of 1.0 is suggested as average, but a score of say 1.7 is that really bad, the guidelines don't seem to offer any such advice Does anyone have some comparative guidelines ?
