An old ISO container sits in a yard.
It is in reasonable condition, but not subject to any sort of testing / inspection that a road/rail/sea going ISO container is subject to.
It has sat in the yard for "some" time.
It is used to store "stuff" of unknown quantity / weight, but unlikely to be beyond the container's original design parameters.
If the container were to be lifted by a crane to relocate it in the yard and it still contained "stuff" would it be a lifting accessory and subject to statutory inspection under LOLER?
I think it would and my course of action would be to empty it to move it, but views welcome.

In my opinion it would be subject to LOLER. The "Stuff" inside it constitutes the load being lifted, so the ISO container would be a lifting accessory. It needs to be inspected (especially the lifting points), but you would probably need to do a bit of homework and not simply assume that it is capable of lifting the load. It may have deteriorated with age: rust may be present on the underside (especially if it has been in contact with wet ground), it may have been damaged the last time that it was put in its present condition.
If you empty it prior to its lift, the lifting points will still need to be subjected to a thorough examination. The usual lifting plan and supervised lift comments would then apply.
It might be worthwhile getting your insurer's opinion.

I should really learn to read posts more closely. When and if the container is to be lifted, Reg 4 of LOLER would be relevant to the strength & adequacy of the lifting lugs.
