I think that a system of spot fining may if properly Publicized lead to more companies being complilant with the current legislation. But fear that this may be just a method of raising funding.

I was at a branch meeting a while ago and the HSE Inspector said he and many of the inspectorate feel this may be counter productive to them working with businesses to help them in improving safety and their culture. Strange but the majority of people in the room thought it was a good idea! Myself included, now I am not so sure!
