I quote HSE and the government believe it is right that businesses and organisations that break health and safety laws should pay for HSE’s time in putting matters right, investigating and taking enforcement action. Without FFI, this is paid for from the public purse. HSE News As businesses and individuals fund the public purse what added safety benefits will we see ?

I think that a system of spot fining may if properly Publicized lead to more companies being complilant with the current legislation. But fear that this may be just a method of raising funding.

BJC, I was at a branch meeting a while ago and the HSE Inspector said he and many of the inspectorate feel this may be counter productive to them working with businesses to help them in improving safety and their culture. Strange but the majority of people in the room thought it was a good idea! Myself included, now I am not so sure! Regards Clive
