2. Improved controls under COSHH and other Health Protection Legislation would NOT be required if: A There is a significant risk but the company says it cannot afford to introduce B The risk is small and controls would be expensive C The risks are due to workers failing to use the existing controls D PPE is provided Lets discard A and D Would anyone like to discus B & C? BOHS say only one answer is correct. If we argue reasonable practicality then its B (but what is the risk is it an absolute duty) and if getting workers to use existing controls is not an improved control in itself then its C

I'd say B due to reasonably practicableness of control measures. I guess an improved control for workers failing to use existing controls would be a control measures that makes sure they do not not use the existing control measures!! (engineer out ability for them to fail to abide by procedure, monitor compliance etc.).

I would certainly answer with B. No-one expects a workplace to be totally risk free and indeed, with COSHH this would be an impossibility. With chemicals someone, somewhere will almost certainly react to a chemical that does not affect others. Acquagenic urticaria ( a type I allergic response to water on the skin) comes to mind. With minor risks one has to accept a balance between elimination/management and cost.

Thanks I hate these type of psychometric tests (if that what it is), by the way someone who knows a little about psycho tests say's you should only use the information in the question not your own knowledge and experience. In this case the important word is control and the answer would be C. Wish I knew its one of the questions for a bursary.
