Part-time football club has 1 full time employee (groundsman) and many voluntary workers who work on match days (in the shop/steward's etc). My question is, what should this club have in place as far as H&S goes? I know there is no need for a H&S Policy as they have less than 5 employee's but i assume that there should be RA etc to cover the groundsman and voluntary workers? Any info would be much appreciated Cheers

Are the players paid? Likely to have more than 5 employees then. There is a lot of information available via the Football Safety Officers Association including model policies and templates. I am an SO for a non league club (in my spare time whilst working as an H&S Adviser in the NHS during the day), who are currently part time and the safety policies, risk assessments and training for staff volunteers etc. is expected to be at a high level. Part-time and voluntary staff are normally counted as employees for health and safety purposes. Therefore the football club should have the same policies and practices which would be applied to a business, protecting the staff, visitors and contractors.

Might I suggest that it is not so much what you need for "H&S" but for "risk management. You may/may not be an employer.. but you may be a property owenre (or a tenant) and as such you owe any visitors to your clubhouse/grounds a duty of care. Your Public Liability insurer will be expecting you to asses the risks to visitors, risk of slipping or tripping, from using the car park etc. An example: Cricket club had a redundant telegraph pole that had been left in place to act as a tower/post for car park lighting. Car backed into it and due to rotting at the base it fell - onto a child. Should there have been an inspection programme - possibly. Should there have been a barrier such as one would expect around racking in a warehouse - perhaps. I could go on.... Phil
